About Carlos
Carlos Vargas Pedroza is the founder of Societās Partnerships, a strategic advisory firm specializing in higher education internationalization, based in Panama City. With over a decade of hands-on experience at major Canadian universities, Carlos has led the creation of governance frameworks, international program design, and research partnership execution.
At the University of Toronto, he designed the institution's first international governance framework. At Carleton University, he grew the visiting scholar program. At the University of Calgary — where he earned his MEd specializing in internationalization — he managed over $1 million in Queen Elizabeth Scholarships across four partner countries.
As a policy researcher and analytical writer, Carlos combines academic rigor with hands-on institutional experience. He is the lead author of the International Science Council's technology profiles on New Connectivity Technologies and co-author of the Extended Reality profile, both funded by Canada's International Development Research Centre (IDRC). He speaks English, Spanish, and French.
