What the Atlas measures

The Gated Republic Atlas maps research-security compliance corridors, jurisdiction zones, and regulatory verdicts across the international higher education landscape. A verdict represents the formal outcome generated by the Gated Research Security rules lattice when specific institutional profiles, funding sources, and technology disciplines intersect. It is not a speculative prediction of geopolitical alignment or future diplomatic relations; rather, it is a binary, rule-based compliance status determined by the active laws, talent programme restrictions, and export control guidelines of the major science-funding powers.

The rules lattice

Verdicts are resolved through the GPCR rules lattice (rules R1 to R16), evaluated sequentially. The lattice operates on a strict cascade principle: the first rule in the list whose conditions are met determines the final verdict, and no subsequent rules are evaluated.

Jurisdiction zones

Gated Core (Z5)

Aligned regulatory core sharing mutual technology-transfer protocols (Five Eyes, EU, Japan). High internal trust; a hardening external fence.

Technology Competitor (Z1B)

Highly capable non-aligned jurisdiction subject to targeted technology-transfer controls. The System Architect building sovereign computing infrastructure behind a Reverse Great Firewall.

Comprehensively Sanctioned (Z1A)

Category-level embargoes. Collaboration is an absolute legal bar under OFAC/EU restrictive measures, regardless of discipline.

Strategic Motion (Z23)

High research capacity, volatile geopolitical posture, or conflicting domestic data laws. The Hedgers exploit bifurcation for leverage; hedging yields hard power.

Connector / Non-aligned (Z46)

Geopolitically neutral connector states. At the periphery, scientific borders remain relatively open — collaboration with both blocs is permitted and often encouraged.

Unclassified (ZX)

Not classified in the GPCR register.

Technology tiers

The GPCR framework groups technologies into four tiers based on sensitivity, where Tier 1 commands the highest level of regulatory scrutiny and strict export controls, descending to Tier 4 for unclassified global disciplines:

Vantage Points & Perspectives

The Atlas features a dual lens: "View from the Core" (representing the regulatory perimeter of the OECD-aligned science-funding powers) and "View from the South" (framing the same realities from the majority world). In both perspectives, the resolved legal verdicts, border configurations, and risk colours remain identical, preserving scientific accuracy. The instrument publishes both vantage points to illustrate the structural divergence between regulatory intent and global partnerships.

All parameters and analytical assessments are derived from the foundational research published in the firm's briefing paper, The Gated Republic (February 2026), and active statutory updates from primary legislative sources.

Editions & Revision Policy

Verdicts are subjected to a systematic quarterly audit to incorporate changes in international regulations and sanction guidelines. Past structural changes are documented in the edition changelog. Due to changes in primary legislation, past verdicts are archived historically but are not preserved interactively on the main globe rendering.

Limitations

The Gated Republic Atlas operates at the level of jurisdictional perimeters and broad entity classes; it does not evaluate specific universities or local co-authorship exceptions. It serves as a screening lens for strategic planning, rather than a substitute for institutional due diligence or detailed project audits.
