Most universities run internationalization activities across three operational configurations — Revenue, Formation, and Capacity — but report them as if they were one. The result is a credibility deficit that has become expensive to ignore.
Instructions: Select only the archetypes that represent a material commitment of institutional resources, faculty time, or strategic focus. Do not select pilot programs. Weight your selections by intensity to see how the portfolio distributes across configurations.

Clinical Intensity Thresholds:
Core Standard — Standard operational baseline; sustained funding; integrated into regular workflows.
Sovereign (> 20%) — Primary institutional driver; massive capital/resource commitment; systemic dependency.
